How does the Ethernet chip detect connect?

I am working with a MCU+RTL8019as ethernet interface circiut. When I connected it to a HUB,the HUB can detect the connect(lit a LED).But the RTL8019as can not detect the HUB. The register CONFIG0 inRTL8019as is 0Ch,indicate not connected.
It's a hard way to find out whats wrong because I know little about ethernet PHY interface.Can anyone help me?
1)how does the Ethernet chip detect connect or disconnect? By detect carrier in RX pairs?Or some other way?
 

Have you set up the interrupts properly?
 

With 10BASE-T, short link test pulses are periodically sent in interface idle state. There presence is checked for the RTL8019 link state bit.

Generally, it can be hardware fault (wrong wiring) as well as a software problem (wrong controller setup), I think.
