How does hi-res USB cameras work?

As I know, for high data rates, USB2 can not guarantie bandwidth as Firewire... If system busy, bandwidth decrease...
How does hi-res (SXGA etc) USB2.0 interfaced cameras handle this problem? Do they use full frame size buffer memories?
Because while transferring image data directly to PC, if PC gets busy, it is not possible to stop image sensor...

Anyone experienced in digital camera design?
