How does Bell's FIBE work ?

I heard that Bell's FIBE is not exactly optic fibre. They are using copper wire. How did they do it?

Also, why they provide a high speed conection with a lowered bandwidth limit?

For example, if my speed of conenction is so fast that it is going to fly, does it not exhaust my bandwidth limited faster and then I need to pay $1.75 for every extra Gb?

How does it work?

By the way, is that FIBE faster than cable?
