How do I get the dumpPLIB utility?

The "dumpPLIB" utility can generate .plib for Synopsys Physical Compiler.
Could anyone tell me, how to get it? Thanks!!

hil,
I suggest you can consult sold or man the dumpPlib under PC.
but I think dumpPlib maybe a command of milkyway.
 

It is very easy in Astro. If you have Astro, refer to user guide, you can easily dump a lib as the format of plib.
 

I think it's not a command of Astro. It is a Ascii Scheme Script (dumpPLIB.scm) . From Solvnet I know how to execute it. But I don't know how to get it.....
