how do i convert the bit rate of an mp3 file?

i am wanting to put songs nmy celll phone but it only have like 7 MB to store on so i need to know how to convert from 128 bit rate to something that will take up less space

(anything other than bit rate conversion that can save me space will also be helpful... i already compressing but it didn't help)
