How define rule for specific PIN (PAD) in Altium Designer?

I have defined Clearance_VN rules

Where The First Object Matches Net.Class=VN
Where The Second Object Matches = All
Clerance =1mm

but I need to make this rule not apply to one specific PIN or all of the PINs that are NC (not in any Nets)

Unfortunately, I can not define a rule does NET
neither
pin is one particular pin (for example pin14 in esip footprint

Hi,

Create pad class for all the NC pads and define a rule as required. It will work.
