How can I use this PLL design program

Hi, I need a useful PLL design software.
I have also Phase-Locked Loops : Design, Simulation, and Applications by Roland E. Best (5. Edition) and including software. It is available in this forum.

But the software does not work. After installing program when I click the desktop icon this message is writting "0,001 is not a valid floating point value".

What does it mean?

Anybody has more usefull program or how can I use this program?

read the book, calculate by hand is enough
 

Here is the software with 5th edition. Check if this works.
