What you do is have several lengths of transmission line from nearly zero to just over a wavelength. Then put different resistances on the far ends. The resistances control the SWR and the line lengths control the phase. From the group you can test at a scattering of points on the smith chart.

In the old days you could buy special coax that operated like the slide in a trombone musical horn.
