Please give a list of all things to start with siemens s7 plcs(software and hardware)
what about wincc?please give some help on it.
is there a way to download that tools?
is there any manual to download?

siemens simatic s7-200 laptop

You will need a cpu, ie cpu313, some i/o cards digital or analogue and a powersupply. Thats the hardware thing.
You need a programming device(PG) or a pc/laptop with simatic Step7 V5.x, a programming cable to connect the cpu with the laptop.
All the software and manuals you need search->ed@nkey (search for simatic).
Wincc is a scadapacket. To build the screens and configure a station(PC) you need wincc 5.X and a runtimelicense. Which license you choose depends on the amount of tags you will use in your project.
