how can I set the license.dat of Cadence IC50 in Redhat7.3?

when I run the ./rc_lic
in the license.log it shows:
(lmgrd)Started cdslmd (internet tcp_port 32777 pid 5164)

(lmgrd)This is an internal error. lmgrd will now
(lmgrd)attempt to re-establish contact with other daemons.
(lmgrd)Start vendor daemons ...

(cdslmd)cannot open lock file (/var/tmp/lockcdslmd):Resource temporarily unavailable

when I run softload , the options 4and 5 are
4) (unavailable option) Configure Installed Products
5) (unavailable option) Test Installed Products
I don't know how to make them available?

btw: I'm a linux and eda tools beginner.
who can help me?

For FLEXlm problems go ask your vendor for support.
