how can i decide the W/L ratio of NMOS in tsmc 45nm technology.
 

Depends on how much current you need, how much Vds drop you need among other things.

Use the Drain current equation.

Id = 0.5µnCox(W/L)(Vgs - Vth)2

According to the current you need and the Vds you can afford, calculate W/L.
