If you done your hone icd from microchip documentation you may have some problems with the report of programming voltage.
The icd use the red led as reference for the voltage, if you use an other led (color) the ref voltage will be incorrectly reported (even if it is good)
so change the resitor value to appriximate the 2.2V ref voltage.
