I want to switch on my room's light my waving an hand at the sensor(which i don't know) and on the next hand wave i want to turn it off. The light must turn on only when the switch, on the switch board on in the "ON" position. Please help me with the components and the basic structure of the circuit.
 

The main problem here is the sensor but other things which you said is easy.

Concerning the sensor, I will suggest you make an IR transmitter and reciever so that they continually see other. When ever your hand waves in between the transmitter and the reciever, it will send a signal to the input of the other part of the circuit for the desired action.
 

use IR receiver(TMFT) for receiving signal,by using your TV,DVD remote for transmitting.
triac ll help you to turn on and off your device.

The triac could be connected to the light switch. If the switch is off, no power to the light, If thee switch is on, the triac is ready for a gate voltage from the 'remote' to turn on the light
 

I do not know if you are interested in control with bluetooth...
I have created an application with fewer parts and simple program.
It's time to work with microcontrollers like our fathers worked with transistors !

I think that's the cheapest way in the world bluetooth.

But you must find a way to connect pins +, - (3.3v) ... Tx at the microcontroller. But you can buy an adapter see the ebay ... Bluetooth transceiver adapter
My solution is with wires...low-cost solution...
