HFSS layered impedance Boundary condition for thin layers

Can anyone tell me the best way to simulate multiple thin layers in HFSS. I'm currently having problems with the layered impedance boundary.

I am trying to develop RF circuit on a ferroelectric material (the properties are dependent on the biasing voltage) of 200nm thickness which is deposited over a 525um thick Silicon substrate. The problem is whenever I change the properties of the thin substrate, the response remains the same. I tried using local mesh settings and layered impedance boundary conditions in HFSS but both are not working. Can anyone help me in this regard?
