Help with designing algorithms

I have a signal data collection in a text file format. Now I have to apply/design algorithms to this data and process the signal.

I have to use most known algorithms and analyse signal - hilbert transform, fft, empirical mode distribution, linear discriminant analysis etc.

Where and how do I start with this? How do I actually apply these techniques to data and analyze it? How do we decide which domain (frequency/time or both) is to be done on signals?

Any pointers in direction on how to proceed with this project will be helpful.
