Can anyone tell me what is "unscreened balanced pair"?

I am going to make a couple and decouple network for Conducted Immunity test, and it mentioned the term "unscreened balanced pair" ...... please help me~

I thougt they are just a pair of wires without metal screened or sheltered.
 

Just is UTP, which stands Unshield Twinst pair
