Help to choose the right IC for shift register in scrolling LED display

I am planning make scrolling LED displays.I have already done one small one using the ic 74ls164 as shift register, that was the only one available in my market.
But I actually need a 16 Bit ic with good current sinking capacity. I googled alot for that type of ICs and i found some examples like 74HC695, max6979,stp16c596 etc.
I am confused with these ICs and also these are not available in our market.
Please help me to choose right one. For me cost has the first priority........
 

There's a number of special peripheral drivers with serial input that could be potentially used. Your post clearly tells me that it's not helpful to suggest any of these parts because it either won't be available in your market or too expensive.

Instead you should consider this straightforward way.

1. use any 8-bit shift register with output latch/register available in your market (e.g.CD4094, xx594, xx595).
2. use separate drivers with sufficient output current, e.g. discrete transistors or drivers like ULN2803

If you even don't find serial-in/parallel-out shift registers with output register, you can use xx164 with separate xx573/xx574 latch or register.
