help needed with IP address

hi
i have an ISP that uses the DHCP server to provide the internt connection to the clients , so my IP is configured as automatic , can i make ur PC as server ISI or apache , to be accessed via the web not the local network for example
my IP right now is 10.0.0.103 how can i make it in a link for site like
https://10.0.0.103 this technique is used with public IP addresses but my ip is private so can i publicize my IP in order to make my server accessable .
any ideas , suggestions ?

Is this IP address the one your PC got from your modem or is this the IP of the link itself?

Which IP address do you get when accessing: https://www.myip.dk

You have to tell how your setup is...like what connection (adsl/cable) you have, firewall in between etc...

i checked the site it says my IP is 88.116.164.190 , my ISP uses dhcp server (keroi server to provide wireless internet service using access points ) the IP i told u about which is the 10.0.0.103 is assigned to my pc by the dhcp server i mean its locally on the network only .
