help me using 4040 or 4060 divide frequency

Is your XTAL frequency in the specified range?
Datasheet tells us: with5V F=min 1.5 MHz, but typ 4MHz possible(ONLY!)...

For higher desired frequency you must select some speedyer versions, i.e. as 74HC4060...

Are you asking about a simulation or a real circuit? It's not the same. A simulated oscillator needs a "kick start" or an initial
condition different from DC steady state, otherwise it doesn't oscillate. It should be also checked, if the 4060 model includes
analog behaviour of the oscillator circuit. Power supply has been mentioned, I think, the simulator has a default logic supply.
