Can anyone help me?

i want to know how to design a controller that will control the voltage of the output of the voltage regulator so that it will be always 230vac.the input voltage can be around 216vac to 264vac.
i already design one circuit but i not working like i want.it only convert the 240vac to 230vac.if i change the input to be lower or higher the output will also change either it raise or it goes low.
