help me for design power supply

I need to design a power supply Vin = 230 VAC , Vout = "0.5 to 1 " VDC & (I out = " 0 to 50 " milli Amp
 

It is piece of cake! First you need a Transformer to reduce the input voltage level to around 20V, so as to it would be low enough to apply to a rectifier (e.g Diode bridge or a simple diode) then you could use a zener diode or a conventional diode and bias it with the rectified voltage (if you do not care about noise). Then you should engage an Op-Amp to multiple this voltage and reach the voltage level you want.
for driving load you can use a Common Collector structure and design it for a 10ohm load.
I guess you can google this structure easily.
 

you can design a BUCK converter in order to get this voltage , because it will be more efficient than a linear converter.
 

do you need to vary the voltage and have a current limit?

though that is often true it is not the only consideration, nor maybe not the most important.
