Driver For Linux

hi
[VNI = Virtual Network Inteface]
I want to develop a VNI driver for linux.
For example: I want send packets to kernel and kernel pass them to application layer and vice versa.
This VNI must generates packets with adequate header so that application layer can accept them and get raw data from the packets.
I want help and software for this work.

I surely searched google and linux forums and very other sites and then posted in Elektroda.
I only could find INSANE driver.
