Antenna design help

Hi all,
any help on antenna design plz.
I'd like to design a 50 Ohm matched rectangular loop antenna, which will generate an isotropic volume of 30cm3^in its centre. The emited frequency will be 2.313MHz.

Any help will be considered.
Any tools too

Is it flat (i.e. on one plane) or is it 3D?
