Bypass an actuator

Hi to all...
I wont to bypass a controlled actuator from a system.
It is a valve that open the passage of a fluid from one room to another.
The actuator is a solenoid drived @ 125hz, and controlled via a variable duty cycle. The valve return at it normal position whit the pressure of a spring. The aperture of the valve is controlled by a varible resistor of 4kohm, that return the exact position of the valve in volt (it is a "partitore" - sorry, i not say the correct english word...)
I have tested that the resistor remain @ 1k without signal, and start to increase when the on-time of the signal pass the 6ms line (6ms on, 2ms off - duty @ 75%).
I have intention to use a pic uc to calculate the on-time and via a r-2r dac generate the currect value of tension...

There is a simplest way to do this?

Thanks in advance and... Very sorry for my bad english!!!!
