Help.. Equipment to verify the accuracy of electric power meters

I am trying to develop design of an equipment to verify the accuracy of electric power meters, the equipment would have a known Power of 200W. Applying this load I would have to measure the voltage of the meter and by software to calculate its error. It would be possible to do something similar with PIC.
