Help! Did anyone use the resonant controller NXP TEA1713T?

I'm working on a switch mode power supply(SMPS) prototype with the resonant controller TEA1713T.Unfortunately,during the debugging of the prototype there was a problem which confused me a lot. I wish there will be a solution from you guys.

My Design Characteristics
Line Input: 90-304Vac;50/60Hz
PFC output voltage(normal):430Vdc
HBC input voltage range:360~430Vdc(hold time requirement:17ms)
Single Output :54V/0~2.75A(constant output voltage mode);27~54V/2.8A(constant output current mode)

After I setup my demo, I started to debug it. During the debugging of the PFC part,I found the voltage on PIN SNSCURPFC was kept zero all the time. And there wasn't any output signal from PIN GATEPFC. That meant the PFC part of the demo had not worked properly. The possibility of short circuit between the PIN SNSCURPFC and the GND could be eliminated, Cause's I have checked the circuit very carefully .

According to the description of Soft-start,as soon as SNSCURPFC exceeds the internal start voltage of 0.5 V, the operation can start. Consequently, I believe it is the incorrect voltage on PIN SNSCURPFC that cause the PFC part of the demo do not start at all. But, how come the voltage on PIN SNSCURPFC isn't correct? I wonder if the internal 60uA current source didn't source current correctly to the external circuit through the pin of SNSCURPFC. Does the 60uA current source start sourcing current through Pin SNSCURPFC as soon as the controller IC TEA1713T enters into the BOOST CHARGE state and without any other protection activated?

There are two possibilities that can make the current source do not work properly with simple analysis. First, the IC have already damaged. Second ,certain protection was activated. The first possibility can eliminated easily. As to the protection ,I have already checked all the protection which may disable or/and restart or hold the IC .But non of them can result in wrong voltage on PIN SNSCURPFC. This problem is really bugging me. So please give me an enlightenment on it.
