I agree that a specific question woul be helpful.

General you can read the actual position from an absolute encoder at any time without tracking each individual step. It's assumed to use gray encoding to get consistent position data.

Speed can be determined if you have a timer available, just calculate the position difference over a known time interval.

P.S.: With an incremental (quadrature) encoder it's essential not to miss a step. If the rotation is slow, this may work without interrupts. The best option is a processor with hardware quadrature encoder interface which can track position without code interaction.

If you are planning to do this using an incremental model, the speed of rotation multiplied by the encoder resolution can become virtually impossible to do this task due to overhead and therefore will remain no uC processing to handle the LCD driver and other tasks.
