It's supplied correctly and other settings are proper, but the output level is much lower than the value that manual recommends. Can anyone give me some reasons, thanks.

The load you have on it may be lower that the load used for the data sheet. 2. There may be some filtering in your circuit and this produces attenuation at the vco frequency. 3. Your measurement method may produce an additional load on the vco.
