Harmonics power consumption question

Hi all,

I've heard if I use lots of energy saver bulbs the overall power consumption wont be as low as I expect it to be because their high freq harmonics will cause measurable power consumption too.

Would someone explain how / why?
Can it be compensated or eliminated somehow?
