Most sets use "flywheel sync" for the line oscillator. An oscillator frees runs at below line frequency and is reset by the regenerated sync pulse from the incoming video.
So is the free running frequency too far out? - I have a set which will not lock up if its very cold, but when the room is warm it is no problem.
Are the sync pulses missing? If it has an IC sync detector, they have an input from the line output circuit to compare with the syncs from from the video, has this path gone O/C?
