Generatin square waveform using ttl

I need to generate a square waveform with 30% duty cycle having +/-5volt peak voltages by using a ttl circuits
 

No..actually i need to convert a square wave of o to 5volt to +/-5volt wave form ...
 

You could use a high speed comparator, such as one of these, operating from ±5V supplies. Bias the negative input to about +1.5V. Feed the TTL signal to the positive input.

You may need to add some hysteresis to the positive input to avoid oscillations during the waveform transition.
