Yes, you are right. It's scrambling/descrambling and not proper encryption. But this is limitation of analog video. Stream cipher will require that transmitted data is the same on receiving end. But with analog it can not be guaranteed, since it will be also transmitted over air.


There are digital video transmitter systems which have all this redundancy and error recovery. For that there is no need to invent anything, encryption is already built-in
