That is true. LFSR of 9 bits generates pseudo numbers repeating every 511 values.
scaling down to 359 will lead to further bias of distribution.
The seed may be changed every 511runs or if indeed the task requires better randomness then the designer can produce look-up-table from say Matlab, store it.
