[SOLVED] Fuel VDO Guage operating manner

I'm bit confused regarding the fuel VDO guage working manner. Can some one clarify.

First of all I will convey my understanding or observation.
I want to design something related to Fuel measurement so what I did is initially was tried to measure the level at fuel VDO guage. So when I opened the panel to remove the fuel VDO separately I found three terminals at the back side of it.
1st terminal : Battery
2nd Terminal : Ground
3rd terminal: Sensor Input (from fuel tank I guess)
I did the measurement in two ways one was when the vehicle is in off condition and another was when the vehicle turned on.

observation during vehicle ON: Kept Multimeter in voltage mode
1st terminal: +12V w.r.t Gnd (+12V is actually the vehicle battery voltage)
3rd terminal: +3.35V w.r.t Gnd (I think it is fuel indication, Fuel almost half when I conducted this experiment in the vehicle.

observation during vehicle off: Kept Multimeter in resistance mode
Resistance between 1st terminal and 3rd terminal was 40.2Ω and Resistance between 2nd terminal and 3rd terminal was 39.3Ω

Now my question is how exactly this VDO works explain me quite clearly I'm totally confused regarding this. I studied somewhere that it works by measuring or reading the value of resistance but how come I'm getting voltage at the sensor input terminal when I turned on the vehicle. If it is works under by measuring voltage then what could be the ranges at the different level of tank volumes. Explain me complete opeartions...No assumptions please...How exactly they are doing this.
