from 0.1-0.2V to 1-4V scaling

What configuration do you recommend for scaling an voltage range from 0.1-0.2V to 1-4V using a single supply op amp.

I derived the straight line equation : Vout = 30Vin - 2, which will give to required output.

I tried a lot of techniques with summer circuits/ level shifters but could not solve the problem.

appreciate any help. thanks
 

Your possible range of input covers 50% of maximum, to 100% of maximum.

Your desired range of output covers 25% of maximum, to 100% of maximum.

The most direct solution is to subtract a fraction of a volt from your input, so that the op amp receives a 25% to 100% possible range.

Then set gain to create your desired output.
