framework for creating component emulators

I had been using proteus VSM for years back in college. Wondering, if I could develop VSM models all by myself.
Could anybody guide framework required to build CPU or component emulators similar to proteus. Should We use C/C++ or python for emulation?
How do we create graphic objects (for component) as associate the exe files to it?
