FPGA board for starters

Please advise which fpga board would be good to start learning fpga (with no previous knowledge about fpga/vhdl/verilog).

2. good examples
3. reference designs & application notes

Or is possible to learn FPGA without FPGA board, for example: only with software( modeling, prototyping and etc.)

You can see this link Altera Development and Education Boards, it is very useful. I think it is suitable for you to start studying. You can buy the board DE2, for example.

Xilinx Spartan 3E Starer Kit is a very good choice for beginners. It has lots of peripherals that allows easy experiencing. The kit has very good documentation and example codes in xilinx's web site.

Sticking with the xilinx spartan-3E theme, I'd recommend this nexys2 board. I own one of these myself (1200k gates version) and find it easy to work with.
