xilinx foundation 2.1 needs to have some compatible version of java sdk installed on your system,it has nothing to do with your processor config.your installation must not be starting at all and it must be giving a java error.i did make a try some time ago and was successful ,but i do not remember the version of java sdk i installed.but otherwise why dont you try a latest version of xilinx ise?

xilinx ise is free to download form xilinx website , you only have to register to be able to download the last version and the updates of it.
