The electronic engineer can design what goes inside the dual shock controller and how it works. However, the question remains; who designs the shape of the dual shock controller, what background are they from? And finally, what software can be used to actually create the physical model of the controller in the computer?

Mechanical engineers usually design housing etc using something like SOLIDWORKS. At least that's what I've seen in the last two places I worked, though admittedly I don't "hang out" with mechanical engineers all that much.

Industrial designers (different from industrial engineers). They are usually responsible for the "design" of a product (aesthetics, user interaction elements, "feel" of the product, designing the product for mass production, etc.).
