Hello,

I am designing a flyback where there are more secondary turns than primary.

So, to reduce leakage inductance, is it ok if i "sandwich" a single primary layer between two secondary layers?

yes, you can do so.
even spread wire across the entire bobbin, reduce dimension of coil.
