I think there is a place for this. A simple timer circuit blinks only 1 LED and does not give a pseudo random effect. Microcontroller projects involve programming.
 

I think You can do this much much better, I assume this is your first experimental version.

The project was a (prize winning) entry for the Dangerous Prototypes 7400 competition. I think it is fun to be able to flicker 10 LEDs with a single logic chip. Of course there are lots of other ways to do this sort of thing.
