could you please tell me how or where i can find this library? i didn't find it!

tnx... i searched it again in miscellanaous devices and i found... but its name is SW-DIP4...

DIP8 is a footprint, not a component, so it's not expected to be found in a component library. SW-DIP4 is most likely a DIP switch.

What do you want to achieve with DIP8 footprint?

i want to use its footprint instead of the footprint of some ICs like 555 for PCB...

Yes, you'll add a DIP8 footprint model to the component definition, ususally from the package libary shipped with Altium Designer.

You can even design yourself.
