How can we access a file on ext2 from NTFS or Win32 platform
 

there are ntfs drivers available from sourceforge, look and you will find, win32,, well pretty much all distros have included the fat32 drivers, most of the latest distro's exception redhat, have included the ntfs drivers,,, try suse 8-9,,,c'est tout!

yeah, explore2fs can fixed it, remember just read, not write.
 

You can use Paragon Ext2FS Anywhere
