Facing problem while combining two Power Amplifiers output powers

I wanted to combine two PAs output powers using 90 degree (3-dB) coupler.
I have simulated single stage PA output power of 28.317 dBm at 22 dBm of input power. But When I combined two similar parallel PAs using 90 degree (3-dB) coupler, I am getting output power of 14. 863 dBm for 22 dBm input power. How to combine two single stage PAs 28.317 dBm to make 31.317 dBm.
I have attached single stage PA schematic and corresponding output power, similarly attached two stage PAs and corresponding output power.

Yet there is no Matching Circuit, no Phase Compensation Circuit, connected two transistors and desperate for Output Power.
Hybrid Couplers have 50 Ohm Input and Output Impedances. They do no reflect the Load Impedance to their Inputs.
