Photo attached for about 40A(starting) and 10A (running) current handling capacity of the Relay for motor control PCB AS AATTACHED.
Why extra PAD with hole is made in each side of every PIN-PAD of the relay and why common pin's PAD is extended make it long with multiple small width. How such current will be handle with this PAD without any copper bead. Pad.jpg

As you yourself suggested in the title, this surely is a layout with option for two footprints, or to mount with one type of relay, or to mount with another type. The only thing difficult to understand is why it were drawn the PAD at the end of the central track, with no VIA toward the component side.
 

This is actually a very common, and I must add very wise, practice.

Power relays are available in many different footprints depending on the manufacturer. Therefore the board was layout in a way to accept at least a pair of different relay brands. You can use either one depending on price and availability
