Excel Formula for Q Factor

I want to know how, and if it is possible to plug this formula into Excel.

One example I have is that if BER = 1.049E-4, then Q = 11.38Qdb.

Can the experts out there give me the syntax of the Excel forula to work this out, so I can cut and paste it from here into excel?
