[SOLVED] Esr meter circuit by jan klubert

I just built this circuit found in Kripton2035 site. This project is successful. But the only thing I could not understand is this :

1) when powered on both leds, green and red is on
2) when leads are shorted the red led goes off
3) when good caps are connected, red led goes off
4) when bad caps are connected, both leds are on
5) but the shorted caps may not show unusual except the red led may go off. This is not the correct way of finding the faulty caps.

Is this the correct way of checking the caps with this circuit. Does any one has constructed this and know the results. please give suggestions on this. Jan Kkubert ESR.png
 

I just built a different ESR tester a while back --- the red led come on for a shorted cap ...

I used #78,,,, I think #77 goes with 78

the green led D3 is to show if the battery voltage is good
if battery > 7V then D3 goes off
