Hi,
I get the follwing error while importing a .gds file in cadence IC 6.16

ERROR (XSTRM-80046): You are trying to modify the tech database, but the tech database is not writable. Check the tech database file and parent directory permissions.

What is tech database?
 

The technology database, which contains - amongst a lot of additional info - the correlation between GDS layer number and Virtuoso layer name (incl. layer representation priority, colour, texture, visibility, selectability).
 

In the stream import you are given options for how to get
the layer mapping. One is to use a layertable that exists.
Another is to create one, or a rudimentary techlib even,
from what is found in the layout data. Then, in that case,
it would be written somewhere and if you don't say where,
probably to where one already sits - then you get a file
system error.

Check those options on the form, use the one that refers
to the existing PDK techlib / techfile (if you are working
within that kind of environment, have a PDK appropriate
to the data). Otherwise, you want to make it write the
"found technology data" to someplace you know is OK.
