Because you need to give more info (code snippets, testbench, screenshots, error log messages, etc).

Have you looked inside the VCS documentation to understand what [UCLI-003] means?

I also got the same error [UCLI-003] and in my case there was a problem in folder name where I have stored all the files. My folder name was containing space so due to that it was not able to configure exact folder.
