Error in programming ADF4110

Hi all
I m using this pll ADF4110.I want an output of 403-470MHz with a reference freq of 10MHz.Despite all my efforts, it is nt geting prgmmd.Can anyone please help me.

The register configuration which i have used are:
FUNCTION LATCH=0x438012
R LATCH=0x600640
AB LATCH=0x424a1
I have also tried getting the muxout pin as the 25khz i.e. r divider output
But it is not coming...
Can anyone help me in figuring out the cause...
